ANDREW BERSHAD, the founder and CEO of Flying Aces Enterprises and Consulting, began his career in Emergency Service by becoming an EMT in 1986 on Long Island.
He began his NYC EMS career in 1991 where he worked the 911 system throughout the five boroughs. In 1995, he joined the NYPD where he worked as a Police Officer working patrols in Brooklyn. In 1999, he joined the Narcotics Division, where he worked numerous high profile cases before joining ESU in 2002. Shortly after joining ESU, Andrew was promoted to Detective where he continued to work many high profile cases. In 2004, he was accepted into the NYC Task Force 1 which coordinated with FEMA disaster relief efforts in which he would respond to many natural disasters around the world in order to provide relief. In 2006, he became a Paramedic which furthered his medical career within the NYPD which then allowed him to begin training others within his division. As he continued to work within the ESU division of the NYPD with regards to training recruits and responding to numerous high profile incidents throughout the city, Andrew opened Flying Aces Enterprises and Consulting in 2016. In early 2022, Andrew retired from the NYPD and began working on Flying Aces Enterprises and Consulting full time which would bring it up to where the company is today and continues to flourish.

Dennis Canale, PA
Chief Operating Officer
DENNIS CANALE, the COO of Flying Aces Enterprises and Consulting, began his career in Emergency Service in 1998.
As his career within the NYPD began to blossom, he began attending a Physician Assistant’s program in 2001 and became a PA in 2003. Shortly after finishing this program, he joined the ESU division of NYPD in 2004 where he would remain for the entirety of his career. During his sixteen year stead within ESU, Dennis would become the Medical Training Coordinator for the ESU training school as well as earn the title of ESU Lead Tactical Medic. He would also receive numerous awards for his courageous and heroic efforts during different incidents throughout the city including saving the life of a fellow officer. As a reward for saving this officer’s life, Dennis would be promoted to Detective Second Grade. Shortly after retiring from the NYPD, Dennis would partner with Andrew in 2020 to grow Flying Aces Enterprises and Consulting and it is flying higher than it ever has before!

Jeffrey Rabrich, DO, FACEP, FAEMS
Chief Medical Officer
Dr. Jeffrey Rabrich, has been involved in EMS and Emergency Medicine for over 30 years. Dr. Rabrich started his career in EMS as a volunteer EMT in Rockland County, NY and has worked as an EMT, Paramedic, and flight medic. Dr. Rabrich has worked as a field paramedic in the NYC EMS system as well as Rockland County, NY. Dr. Rabrich graduated the New York College of Osteopathic Medicine top of his class, and completed a residency in Emergency Medicine at St. Luke’s – Roosevelt Hospital in Manhattan where he served as Chief Resident. After residency Dr. Rabrich served as EMS Medical Director at St. Luke’s – Roosevelt Hospital until 2012, and the Medical Director of the Emergency Department at Mount Sinai St. Luke’s Hospital until 2017. Dr. Rabrich served as the Chairman of Emergency Medicine at Montefiore Nyack Hospital and is the Regional Medical Director at Envision Physician Services for the Montefiore Health System until January 2021 when he was promoted to Senior Regional Medical Director for the Northeast Operating Unit at Envision where he oversees Emergency Department operations at over 20 facilities. In 2022, he was promoted to Senior Vice President and currently oversees operations at 27 facilities. He is board certified in Emergency Medicine and sub- specialty boarded in Emergency Medical Services.
He currently serves on the Board of Directors of the New York Chapter of the American College of Emergency Physicians as President-elect, as well as the New York State EMS Council, and is the Vice-Chair of the NYC Regional EMS Council. Dr. Rabrich serves as the medical director for several EMS agencies in the Hudson Valley Region and is the Police Surgeon for the Town of Ramapo Police Department as well as the medical director and team physician for the Rockland County SWAT team. He has authored several book chapters on EMS and emergency medicine, is a lead editor of the Critical Care Transport textbook and teaches operational medical support with the US Park Police and the Department of Health and Human Services Center for Tactical Medical.

Steve Peluso, Esq.
Chief Legal Officer
Steven T. Peluso, JD, MBA is an attorney in New York City where he maintains a boutique legal practice that specializes in corporate, business transactional, investigative and security related matters. He is a recognized expert in the development of personnel certification, certificate and learning programs, and has written and presented on these topics. Steve works extensively with the ANSI National Accreditation Board (ANAB), the accreditation arm of the American National Standards Institute (ANSI). Prior to law school, Steve served as a Special Agent with the United States Naval Criminal Investigative Service (NCIS) where he conducted white-collar criminal fraud investigations.
Steve holds an MBA from Columbia University, Columbia Business School; a JD from St. John’s University, School of Law; and a BS from New York University, College of Business and Public Administration. He is a graduate of the Federal Law Enforcement Training Centers (FLETC) Criminal Investigator Training Program (CITP).
Steve is a member of the Board of Directors, the Executive Committee and serves as General Counsel for the Central Park Medical Unit (CPMU) an all-volunteer ambulance service that provides emergency medical services in New York City’s Central Park. He served as a member of the Board of Directors of the HR Certification Institute (HRCI) an internationally recognized independent certifying organization for the human resources profession.
Steve is admitted to practice law in New York and Connecticut and is New York State Certified Emergency Medical Technician (EMT-B).

Steven Perrone
President of Operations
Steven Perrone, President of Operations of Flying Aces Enterprises and Consulting, brings over 30 years of EMS experience to the table as an EMT. Steven joined the FDNY 27 years ago in 1996 where he worked in the field before moving into the Operations Center for the FDNY in 2007. As his career continued, he continued up the ladder and became Director of the Medical Equipment Unit as well as the Medical Supply Unit in 2015. Now, since 2020, Perrone is the Director of the Bureau of Technical Services for FDNY and is also a Logistics Chief for the FDNY Incident Management Team. In addition to his work with the FDNY, Steven has been a part of the Counter Terrorism Task Force (CTTF) since 2019.
